If you have “Fast cast ground targetting” enabled in options, it will attempt to use your mouse cursor as the target point. If you don’t, pressing the skill button will bring up a targeting circle.

Try turning off fast-cast ground targeting? I’m not entirely sure what’s going on, I’ve had no issues with it.
