Here's a possible solution: More micro-transactions on top of free, Anet-designed emblems. It would stop the need for employees to check through thousands of capes to filter out the inappropriate designs (copyright infringement, vulgarity, etc.) significantly, and those who do want to create their own emblems have to think about the investment.

I know it wouldn't be the popular route, but cold hard cash does open doors.

If it's like $5 or so I think I could live with that (in addition to a very substantial collection of free emblems).

Agreed, the worst thing that could happen with this idea is that Anet decides to go with this and then skimps on the free emblems. The community needs a moderately large selection of emblems to choose from, with the payed player-designed emblems as a small bonus to be chosen if the player wishes to do so.

Also, please give us a color wheel. The few colors we have now are a nightmare to anyone that wants to be creative, yet has a sense of color coordination.
