The current ranking and tiering system is broken. If you come third you should be swapped with first place of the next tier. The meta is becoming stagnant because servers are facing off against the same servers. You can do poorly for an entire week or two and still be in tier 1 because your rating was too high. Then we have servers like SBI who were getting very close to dropping to a lower tier (finally, they hadn't performed for two weeks) but a festival hits, WvW numbers plummet and PvDoor boosts their rating up beyond what they can normally sustain, thus they will be tier one for much longer, despite not being as competitive as the other two servers in tier one and probably even less competitive than the servers in tier two.

Another thing is that your raiting gains and losses are dependant on the other servers in your tier, you gain less points if everyone around you is highly competitive making it very difficult to rise in the ranks, despite possibly being superior to tier one servers) simply because you have to strongly outperform the other servers in your tier to go up.

Add to this fluctuations of server interest in WvW due to stagnant competition. Servers are losing numbers because of the increasingly tedious match ups we are getting, it's nothing new and the fight to win first place or stay in tier one against the same people is not inspiring motivation. When each week is the same as the last, few people feel a truly strong desire to compete their best. It's nothing like when a new server enters the tier and everyone has something to prove.

If a third place server had to fight to make it back to tier one and a first place server from tier 2 had something to prove to stay in tier 1 or possibly even take out first place, WvW would be a lot more dynamic. Server motivations would be far greater than what it is now.

As it is now, we are seeing JQ not care about WvW this last week because they couldn't drop to tier 2 anyway (not with their rating and SBI's rating motivating them to compete with SoS) whereas SBI (who were slowly being pushed out the last couple of weeks) bounced back to very little competiton. SoS easily secured their lead in points making any fall from tier 1 increasignly distant due to even a casual version of good coverage scoring plenty of points to stay in the lead.

Festival weeks are always going to be a bust, guilds bleed players to PvE and the miltia just isn't there. Unfortunately the rating consequences of a festival week are felt long afterward, boosting the ratings of a server that doesn't perform as well on a sustained basis and it is so diffifcult to have a server shift tiers with the current design. I get they want stability in the competition, but the current design is promoting stagnation. The best matches are when servers feel like they have something to lose (more than second or third) or something to prove. JQ came close to coming first the week before Wintersday because the score was closer than usual and SoS logs off at the end of the week (less competition). The fighting in the final 24 hours was more intense from boths sides than it is on shuffle day, which is rare now that the tier has settled down. The competition when SoS first entered tier 1 was more consistently intense than it has become once they settled in as top server. Even euro tier one saw a more competitive final few hours when SR entered the tier and the other two servers had to work twice as hard during prime time to make up for the point deficit caused by the recent NA transfers skewing the competition with PvDoor. If things stay the same, in a few more weeks the competition will be less intense because it's the same old experience, the new server in the tier shook things up and competition thrived.

I think the tiers are a little too static with the current system. We need them to be more dynamic. The current ratings is promoting a stagnant competition, not a stable one.

Unfortunately, the good folks at Guru only report the rankings. They don't manage them, or modify them.

Might want to try the official forums.

As for these current rankings...

Blackgate is waking up again? Naw.... Nice to see Tarnished Coast jump up.
