Yeah I think it covers the weaknesses of the Sword better as well.  If you need to kill a target that you can't catch with the Sword, the Rifle tends to just be better for it.  If they can avoid the Sword Immobilize, then they can avoid the Longbow Immobilize and Fire Field.

I am trying to come up with a build, that is balanced as a support with nice dps and can provide on-demand burst for sPvP. Thoughts?

Santa says he would drop the vulnerability proc in the arms line for the 10% sword crit.

Let me know what you think of this quick bleed + eviscerate spec. I threw it together pretty fast but I think it could work really well. For obvious reasons, it uses two swords to stack bleeds very quickly, and secondary is axe/shield for a little defense plus eviscerate. I also decided to go with a few shouts to stack might as they add power/condition damage, and with throw bolas, flurry, hamstring, and throw axe my enemies shouldnt be going too far.

I'm not the best theory crafter, so i could use some guidance from guru.

Alright, changing my notes after I saw you had Shouts Heal;
  • You have >2000 precision, so 56% is about right (it is actually about 66 when your sword is out due to the Blade Master trait)
  • You're probably better off using Flurry on the sword with a condition damage spec as Eviscerate without both high Power or Crit Damage is quite a flaccid burst (4k I'd estimate? flurry would do 6-7 including the condition damage if you land it).
  • Adrenaline gain will not be an issue if you have Furious, so I would pick either Furious OR Embrace the Pain, not both. I guess if you want to spam both your bursts, you could take both, but your axe weapon set will be doing so much less average damage than your sword weapon set that it's a poor trade off imo.
  • Leg Specialist isn't a very good trait in general, the 1s of immobilise has rather universally been deemed lacking unless you're AOE-crippling (eg, hammer). I'd go with Empower Allies or Empowered with a shouts build.
  • That last part is important - if you're going out of your way to dip into Vigorous Shouts, I would capitalise upon it and go with the Soldier's rune-set and bring two short recharge shouts rather than IWAY (so pretty much For Great Justice and Shake It Off). Your continual team support and increase in personal survivability with these is in most cases more important than the short self-buff and chance to rez that you have with IWAY.
  • The healing formula for Vig Shouts is 1100ish (base) + 0.8* Healing Power, so Shaman's jewel won't be adding much to your healing at all. I would stick with Rampager's or Berserker's.
  • I would check out some of the pages a short way back (33/34/35) for some discussion as to whether Rampager's, Carrions or Rabid amulets are the best for survivability and damage. Personally, I like dealing good direct damage at all times so Rampager's is for me, but there are pages of breakdown for you to sift through just over thar.

I'm not quite sure what you'd call this build, but yet another bleed based Vigorous Shouts build? I feel like it's trying to achieve too much, with the investment into Precision and Tactics for healing. Perhaps I could put 10 into Defense instead of Discipline, but I figured that'd only amount to about 80 extra healing for each shout.

sabresandiego has more experience with these kind of builds, so maybe he can throw out a better analysis.  Taking my own shot at it, at first glance I'd say  it needs more adrenaline regeneration, which is can probably come from the Tier 1 Discipline trait to give adrenaline per used shout.   The movement speed won't be as good since it doesn't stack with Swiftness.
