You can, yes. I think you can reset them on the fly too.

you can reset them but not on the fly. You can change your major traits out-of-combat, but the trait points themselves you will need to pay a small (according to one of the videos, negligible) fee to reset.

I'm not sure, but as I understand from video's and the like..

- You will be able to change your unlocked traitslots when out of combat
- You will need to respec (and pay gold for it) if you want to change traitpoints

Example:
You have 10 points in your first traitline and none on your second traitline.
You will be abe to change the 10points traitslot bonus anytime (out of combat)
But if you want to delete the 10 points in first traitline, and put them in second traitline, then you'll need to respec in town and pay gold for it

While you can reset your traitpoints you have spent you still need to return to a trainer as far as i know. You can, however, change your major traits on the fly, the minor traits are bound to the trait line and the number of points you invested there.

You can change your Major Traits any time out of combat, but you cannot reassign trait points until you visit a "Trainer" NPC (or enter the PvP hub).

To redistribute your trait points and thereby your minor, you have to go to a trainer (usually in cities) and pay a fee.

To reset your major traits, you simply go into the right menu. It's not necessary to go to a trainer or pay a free. It can be done on the fly.

Once trait points are allocated, they cannot be returned out of combat like skills.
To respec your traits, you must use one of the Training Manuals obtained from the trainer that unlocks the next tier (returning all points so you are free to move points into the new tier), or paying the trainer a small fee to reset all of your trait points. In competitive PvP, you have a separate save of trait point allocation, and can respec free-of-charge. This has no effect on PvE and WvW traits.
You are however able to change the major trait skills (the ones you get for 10, 20 or 30 trait points) out of combat without fee or trainer.
