Okay, suppose I buy a dye pack.
Does it automatically poof unlock the colors for the character I bought it with? Doubtful. What if I bought it straight from the shop while not logged in game? (assuming that's possible).

As in you will know the exact names of the three dye you just bought
before you proceed to "use" them and have them unlocked on your character.
Here is where a "dressing room" preview sort of tool will be greatly helpful if it is to be character-bound instead of account; before you actually bind it to your character.
It would allow you to decide if this particular color is what you want on this character or another. If it is not at all a color you want, you can then choose to put it up in the market, even if you bought it with gems at the cash shop.
