There's no real requirement but you're going to be way underleveled to be able to even hit a mob. As long as you don't come across any enemy, you should be fine. But what's the point of doing that, if you can't really kill anything there? Perhaps do some pacific Hearts? I don't know if you could do them anyway. But since XP rewards are scalable, it wouldn't make a difference.

For instance, I was a level 6 in the 15-25 area "Snowden Drifts" during the previous BWE. I had to get around level 23 monsters in order to explore the area. After many hours and hundreds of deaths, I did explore the entire area (and got some really nice EXP out of it too), but the aggro range was quite far. I could not outrun the projectiles fired by ranged mobs, but I could out-maneuver/outrun most melee mobs. It takes skill and proper technique to outrun monsters.
If the aggro range is linear and does not have a distance cap, I can see a level 2 dying very quickly as he ventures into the level 30, 40, and 50 areas. Although he will get some awesome exp by running through the areas along the way (and gaining levels as a result), it just simply will not be enough to get past. After dying hundreds of times, you will eventually get there...but would it really be worth it at that point?
Me and my guild Atop Beacon's Perch have been extensively researching and experimenting with the theory of "escort running". A runner using party-wide speed boosts and protection skills can theoretically escort players past mobs and to zone portals. If this theory is proven true through experimentation that we will conduct in the upcoming BWE's, then players will be able to hire the services of an "escort runner" to take them to these high level areas quickly and efficiently. You can pm me if you want to learn more about this.

This is possible b/c you'll keep dying but you can rez at any waypoint. Once you run out of money (and you will quickly), you'll be able to rez at those waypoints for free.
Though you'd lvl up from finding the places (like mentioned above). I suppose that is a problem.

No, but do your research and you will see that this is how it will work.

It will not be possible unless they open up Bloodtide Coast, Sparkfly Fen, and some of the Orrian areas in the next BWE...which is extremely unlikely.
You will have to wait for release...and even then...you won't beat me there

When you run out of money, only the closest unlocked waypoint to your corpse is able to be traveled to for free. You can't choose to travel to ANY unlocked waypoint for free, only the closest one that you have unlocked.

I loathe artificial gating of content. Prophecies was great in that regard, the other expansions sucked in that regard.
