Is this the case?  If not...doesnt that make dual wielding far superior?

Also, do shields have sigil slots too?

Nope, all weapons have 1 slot.
Dual wielding might be superior in some cases or with some playstyles, but I doubt it will be superior in every single situation.
2h and DW does have different purposes and focus after all.

I believe shields are considered as weapons so they will most likely have a slot.

That would be great if 2 handed weapons did more damage than 1 handers...but this is not the case.  Can someone explain to me how wielding a 2 handed weapon with only one slot is better than 2 one handers with 2 sigils?  the sigils are really powerful btw.

As said: Different focus. In some cases 2h is simply better suited then DW.
Also keep in mind that
1) The game is not balanced yet
2) We have no idea if sigils from off-hands work (if they don't then scratch shields from the sigil-list I suppose)

I can confirm that shields count as a weapon and thus can be upgraded with a sigil.  Don't just take my word for it, though:

Pretty sure 2 handers actually do hit for more than 1 handers and/or dual wielding except for special cases like dual axes for the warrior. Also in general 2 handers seem to be more powerful skill wise as well. That's why most people in the beta were running around with staves, greatwords, hammers, etc. I know I tore through stuff a whole lot faster with a greatsword on my ranger and guardian in the beta than I did with anything else. So I'd imagine that having 2 powerful sigils for dual wielding probably makes up for that a bit.

That makes sense...but there are also countless threads with people arguing about what weapon is the best dps and its not always the 2 handers.

I hope 2 handers hit harder by a good margin across the board to make up for the loss of a sigil.  An example is the guardians greatsword being similar in dps to the sword and board option...and some will say the sword and board is actually better dps.

So if there is a 2 weapon combo that puts out more dps or close dps as a 2 hander...well...people are going to opt for 2 sigils.

There is no point to have 2 slots, because every weapon have different set of skills. Its not like in other games, where you have the same skills and you will have real disadvanage when you use 2hander.

It all depends.
I for one don't see a reason why a Guardian wouldn't run a greatsword, it has great offense + it has a trait that heals you with every greatsword attack.

It all depends on your playstyle..
I rolled a warrior with greatsword/rifle. Which was very offensive and I had a good time with it.
But I also ran a mace/mace & sword/shield warrior. Both had their own advantages.

With the greatsword/rifle I could solo the chieftain & svanir. While with mace/mace I could dominate a teamfight at the clocktower.

this doesn't make any sense to me.  your weapon itself is never just hitting the enemy by itself, even on auto attack skill 1, it's still using skills on your bar.  2 weapons = 5 skills, 1 2h weapon = 5 skills.

the only advantage is on 2 weapons you have 2 upgrade slots.  1 weapon = 1 slot.  Staff and Rifle, bows, and underwater weapons all have the same problem.  I think they add more base damage to begin with iirc.
