I had MS Security Essentials with only windows firewall running but killing both of those (and any services/processes related to security) did nothing.
Updated graphic drivers and followed all the suggestions to no avail.
For those stuck with this, here is what worked for me.. hopefully it helps others:
1) Make a shortcut of gw2.exe, go to properties for that shortcut, and in the shortcut tab in the "target" field add " -diag" (so the field looks like this: C:\Games\gw2\Gw2.exe -diag).
2) Run the diag and check for the "= Checking server connectivity" section.
3) If you see a bunch of "connect failed" errors, you likely have the same issue.
4) Open up the windows command prompt (you need to run as administrator so you may need to dig through c:\windows or system32 and look for cmd.exe).
5) When the window pops up, type in "netsh winsock reset".
6) It may say the computer needs to restart but mine did not. I did nothing other than double click on the gw2.exe and it now started right away
For all those who don't have AVG, Norton, or McAfee or any firewalls running but are still getting this, I hope this works for you as well
I was on a Toshiba Satellite laptop on Vista 32bit if that's worth mentioning. I tried earlier on my daughter's XP desktop and it worked with no issue. May be a Vista, laptop, or general tcp/ip funcification (technical term) issue.
