Where can you buy either "Stick of Butter" or "Packet of Yeast" to get their cooking skill started?
I assume the vendor isn't in the human starting area, because I searched all over Divinity's Reach, and didn't find a single vendor with those mats.

I didn't do cooking so I might be completely wrong, but did you talk to the chef at the cooking station? Cos when it comes to the other crafting, some of the materials you have to buy from the master crafter at the stations.

Talk to the cooking trainer, he should have those mats.

I spoke to the cooking trainer in Divinity's reach, and while he did have most of the basic cooking mats, he did not have butter or yeast. I did hunt around the Karma vendors, but they didn't have their either.

Ahh, that's the trainer at Lion's Arch. I learned the craft from the chef at Divinity's reach, so that's probably the problem.

It is indeed the chef trainer. More than likely you did not notice that there were more than one tab in regards to the items in which the trainer sells. There are about 4 tabs in total, and they each contain different materials for you to buy. They are denoted with a little bag symbol to the left of the material icons in the dialogue box.
