Suggestions for fixing the Mesmer Scepter and Phantasm overwrite issue.

Scepter skill #1 should not generate clones at all.
Scepter skill #2 should blind the enemy and generate a clone that applies confusion every attack and/or cast ether bolt.
Scepter skill #3 is perfect because it adds confusion to the stack that the clones could apply.

This would stop the clones from over writing any phantasms from your off-hand because you CHOOSE when to make one. (just like on the Staff) Problem solved. Play with the balancing numbers after this fix and we are back in business. This is not a total rework... but It works. I need clones that I can rely on to do at least some damage to other foes when I'm being chased for miles by 6 bandits or two attackers in PvP. If they kill my clones with melee they will be crippled (trait) and I get some space to turn around and hurt them.

The scepter right now has the big issue because it contradicts the off hand Phantasm by over writing it with clones that can't even attack a card board box at the moment.
