They have the "Concordat of the Tethyos Houses" Not sure what that is but it does indicate that there are multiple houses in their government (theocracy maybe? Concordat sounds religious) so they aren't a one dimensional race. Charr are all considered soldiers and belong to respective legions and the Tethyos Houses could be something similar.
