Has any lore been given as to why only "select" soldiers/adventurers/scholars will be able to gain knowledge of the Summon Mistfire Skill? And on a side note, is there a point requirement for it?

I don't think there has been any lore about it (yet). Considering engineers can pull turrets and other devices out of nowhere, I wouldn't expect there to be any lore at all behind the specific skill. It's not gonna be available until release, but since it's an elite, you're going to have to unlock the elite skill slot first. But there hasn't been much info about it as far as I can tell.

Not sure lore has been given but the skill itself seems like an ode to Ritualist summons

The skill itself seems like a recolored Hounds of Balthazar.
