Really low FPS and bad performance, need help!

When I play Guild Wars 2 I get really low fps, around 15 in most areas, with some exceptions. I get huge frame spikes randomly and I have to play the game on the lowest settings and in a smaller even though the site Can You Run It? (not sure how reliable it is though) says that the game should run very fast. I've played in all the BWE's, but in BWE3 the game was almost unbearable to play, unlike the others for me due to bad performance. I want to know if it's just my computer that's the problem, or if there's something else that I could to do fix it.

Your cpu & GPU are both aging. Your low performance is unsurprising.
