If you mean they should still be able to wear armor but APPEAR naked, no. Take it all off or put it all on.

Firstly, this game is designed for the American market (amongst others) so even the use of the word "naked" will send shivers down the spine. Nudity is serious stuff, torture and murder are not nearly as taboo.
Secondly, just because the Sylvari are plants does not mean they do not have genitalia. What do you think flowers are? Flowers are the sexual organs of plants. I have often wondered why people who venerate the beauty of plant reproductive organs consider the display of animal reproductive organs to be so offensive. Some people are just inconsistent, I suppose.
Thirdly, the Sylvari just look like humans (well, almost), so those two bumps on the "chests" of female Sylvari are not breasts (mammary glands) but just...bumps. The same logic would apply to ... er ... lower down.
In game, we have no idea about Sylvari reproductive biology, but there is little reason to assume it will resemble mammalian reproductive biology. Perhaps those leaves that cover one or three spots, depending on gender, are not clothing but in fact actual parts of the Sylvari body; in which case they are naked when they arrive. (I won't go in to the strange reasoning that leads to the conclusion that it is apparently perfectly ok to see male nipples but not female nipples
In the end, you can't expect Anet to buck the strange social rules that govern (most of) our societies.

Many of their armours and their town clothing are actually leaves and roots coming out from their body. Which means they're technically all naked.

From what level is it possible to get armor like that? So far I have only seen it on NPCs and on pictures (the racial armor, i think you need to be lvl80).

Why does a mother need to explain to a child what being naked is? Surely it is common knowledge what being naked is, and I'm guessing the PEGI advisory of 12 means that it's their problem if they let a child under 12 play and the child is confused/offended/frightened or whatever the "danger" here is, and any child over 12 should be able to comprehend the concept of being naked.

... I think you'll quite simply find them in the city itself, not your home instance. Asura culture armor vendors were in Rata Sum.

But armor servers a purpose in most cases. I can envision some basically-naked Scholar armor, but Adventurer and Soldier armor sets are literally there to protect the wearer from harm, and I don't see why Sylvari would eschew that benefit just because they're comfortable with their bodies.
Luminous beings are we, not this crude matter.

The only way it would work is if sylvari males and females were a single character creation option, with all the current options lumped in and - even then - some of the more overtly feminine stylings would probably have to go if the censors were going to be appeased.
