Does anyone know if one character from a Race is able to travel and explore the other races' home instances through storyline progression or by other means to get there?

Good question. I think the only way another race can go into the home instance is if they have a friend of that race in their home instance already.

In BWE3 I was able to get into human/norn home instances as a charr, what I think other races will not see is what these zones gain though progress of the personal story. I can't see ArenaNet limiting these areas because there are Points of Interest inside them that people will want to get to work on the exploring progress.

yes you can. other races home instances are just instanced areas of the city. You can enter, and there you will see a standard version of that instance.
(there are other, small instanced areas in cities too, such as the queens palace in divinities reach. Some personal storyline missions take place there, but you can enter any time).

if you want to see another players home instance, you can group with him and if he enters his home instance, you can follow him. Then you will see the instance in that players version, based upon his decisions.

you can travel into other races' home instances...you must to get city map completion
I am not sure you, as another race, would see the changes made to said instances, though...actually, I am sure  you would not

Uummm, are you asking if one race can go to another race's starting area?

If so... the answer is yes.

Either port to the Mist and then to Lion's Arch, or go straight to Lion's Arch... then go to the center of the map where the five Asura Gates are, and from there, gate over to any of the other races' starting area.

If you asking if, grouped up, you can see other races's home instance storylines and the changes and progression, yes. You can watch the entire story line, including dialogue choices. You can even earn karma doing that. And it's a great way, if you are with guildmates, to generate more guild influence.

You are free to explore any city anytime after the Tutorial through the AsuraGate system, networking all five racial cities through Lion's Arch. You can enter and explore other races' Home Instance both partied with an ally of that race and alone.

You cannot, however, initiate Personal Story steps outside of your own. The only way to experience other races' Personal Story steps is to party up with a member of that race or to roll one of your own.

It's good to know that we could travel to other races' home instances by various methods, so we can fully explore the world.
