I have a friend who wants to come from WoW but first wants to understand how PvE and PvP/WvW connect or effect each other. Any info is appreciated. Thanks.

In PVE you play your character.
In WvW you play your character, with your current equipment, skills and traits, but your stats will be multiplied so that you'll have around the same stats you would have at level 80.
In Structured PVP you retain the name and appearance of your character, but you will be level 80 with access to normalized (as in "everyone gets the same stuff with the same stats") equipment, all the skills and traits (the spec will be separated from the one you are using in PVE/WvW).
In WvW you play your character, with your current equipment, skills and traits, but your stats will be multiplied so that you'll have around the same stats you would have at level 80.

Just to clarify on sPvP...
Your characters are boosted to 80, with ALL skills, utilities, traits, etc. unlocked, and your gear... is rated top tiered. The stats for gear can be changed around to better suit your builds... so it's not quite the same stuff as there is a LOT of customization. In this way, sPvP is about SKILL not grinded gear.

I think what you're asking is how they are "connected" to each other.
And for the most part, they are not.
You roll up a new character, and you can take to any of the three formats within minutes. You'll be at a mild disadvantage in WvW since you'll not have all the skills unlocked, but this isn't a huge impediment, and quickly becomes less so. There is zero disadvantage in a fresh character going straight to sPvP.
You can move your character freely between the three formats, but it is explicitly moving to that format, and leaving the one you were in (until you decide to come back.)
You can earn XP in all of them which all counts to leveling your character. So if you wish to get a few levels in sPvP before resuming your PvE story... that's not a problem.
The only small cross influence that happens is that how well the server you're home to is doing in WvW will net you some mild bonuses in PvE.
And for the most part, they are not.
