Let me preface this by saying I am only referring to ranged weapon thieves, since I personally have no interest in swords or daggers I'm not overly concerned about their usefulness, keep this in mind when commenting. I get the feeling that if I only want to play ranged I should stick to engineer but nevertheless.
First off, what are the roles of each of these classes and how good are they at them? I personally prefer a roaming role as I find defending fairly boring so the jugg/turret engi doesn't really interest me however during the BWE I was running a power rifle elixir build and doing some pretty cool stuff. How will these two classes interact within the meta?
On the topic of roles how useful will either class be in a group setting? I know elixir engineers have pretty amazing group boons and condition removal which honestly seems like a great role for assaulting but outside of venom share does the thief bring anything?
In general what is your opinion on these two classes and their roles in sPvP?

I have seen deadly engineers and even more deadly thiefs in sPvP. I am not sure but I think that engineer depends on his elite skill much less than the thief.

You should stick to what is the most fun for you, meta and roles will change constantly in the beta and in the first weeks after release anyway.

I've played thief in every bwe/st and have had great success as a lone wolf roamer.
I'd stay away from the main fights capping bases that are undefended or only have one person and picking off the other teams solo roamers (and stealing svanir/chieftan kills).
That kinda play has turned games around many a time, you're acting alone but its still team play.
I think the thief can also be the fastest class moving from point to point though i may have misheard. Engineer is more defensive.
Dont obsess over venom builds and that being the thief's only thing. Most of the time the none of your team will even get the venoms as its a very very short share range, Just play how you feel, you'll be contributing to you team in different ways. Eg. poison fields, smoke fields, group stealths, snaring someone, applying boons ect

I personally played Shortbow; Pistol/Dagger and hated venoms, I mostly played with shadowstep, ambush trap and blinding smoke(whatever the vanish is) It seemed okay to me but everyone is always saying how venoms are the only option for sPvP.

It was essentially that. Although I don't think condition damage is the proper build for this, I think I might be better off with power since I don't use venoms.

If you ran a venom thief and he/she was able to stand off and send arrows down range just as the previous immobilize/chill/poison was wearing off and they could keep the CC on the red, I bet it could be pretty powerful.
