Is there a place where devs post changes to the game per patch? Not a blog per-se...
but actual point-form notes covering the changes?
I don't want to sift through paragraphs of text in order to find out if there are going to be any changes to a class that may affect my build etc.
I didn't see anything on the GW2 website... do we expect this sort of thing come launch?
I have never played GW so don't exactly know how Anet operates. I only know I haven't seen patch notes thus far on the BWEs, and there are a few unknown things floating around the forums (swiftness stacking with speed traits etc). All these questions could be solved with some handy-dandy patch notes.

Anet have there own internal wiki & forum to keep track of changes etc, Anet post patch notes when the patch goes live for GW1 and should be the same for when goes GW2 live.

I'm not sure they will update every single change during beta/testing phase as there are so many changes going on.
After launch I'm sure they will. They did in GW1 on there main site.

All the GW1 patch notes are collected in the wiki at http://wiki.guildwar...ki/Game_updates
I'm sure the same will be done for GW2. Actually, if you look at http://wiki.guildwar...ki/Game_updates you'll see a note "shouldn't be anything here until post-release" which suggests there will be patch notes on that page after the game is released.

Speaking of forums.. I have NEVER been able to find them. Do they only currently only exist during the BWEs/stress tests?

The GW2 forum yes, it was open for BWE's and stress test, it will be open when the game goes live.
