What would you consider more important for a condition Mesmer? Toughness or Vitality?

Choice of rune is dependent on additional factors other than just the condition damage you dish out imo. The Chaotic Transference with points in toughness is the way to go if your not going with vitality, and wish to do heavy condi damage.

With the recent change to Deceptive Evasion you'd need to re-work it a bit now.
