So what are some thoughts on the best all around pvp build for thiefs?

sPvP hot joins?
tPvP?

Look at Lowell's guide here for some good builds to work off. All builds are generally viable in at least a couple of scenarios, but it generally pays to tweak builds for specific PvP types.

heartseeker, sadly it do ridiclous damage for it cost adn very easy to land

That's a very subjective question? What're your intentions, to support/be a glass cannon/condition.. etc.?

It's rediculous how many thieves are running around spamming heartseeker in sPvP.  I'd say 9/10 times I'm atttacked by a thief, it's a backstab/hs thief.  

I'd be hard pressed to argue that it's 'the best' build though unless your only goal for the game is to burst squishies and escape when you encounter anything remotely durable.

well pistolwhip is just standar sword burst , prefer mesmer sword over theif

but as state the game is now, most people are noobs, and really bad (feels like I met 1/100 is a good player) so you can make ambush trap adn steallth and they will think the theif is you....easy walk away in bad situation

right now I dropped whole heartseeker and pistolwhip builds and gone to pistol bleed, and as I notice. really few take conditon counter even in tournement and 15-20 stack bleed is easy to pull of as a theif in few sec

The fact is there are several solid pvp builds for thieves now, when just 30 days ago there was really only one. If unload had a secondary component  then I'd say all thief weapon sets were tPvP optimal.
