Looks like a cross between a pirate and cowboy

It's a mix of different armors from the mists. From top to bottom:
Commando's Helm
Outlaw's Shoulders
Leather Coat
Outlaw's Gloves
Medium Leggings (the starter ones)
Medium Boots (also starter ones)

It's the 80 Whispers armor. It only costs like 1g in total to get it. It looks BA tho

Hmm where do you get that armor? I still haven't figured out what all the armor alternatives are for med as a WvW'er.

Ahh, nice. I've been wondering what some of the Orders armors look like. And it does look pretty badass.

It's rare so it's not the best of the best but it's good starter armor for your level 80 adventures. And you need to have chosen  the order of whispers. You can buy it in the secret cave, located in bloodtide coast. The vendors are a bit hard to find, just keep looking at the NPC names!

Yes, that is correct, however you can transmute it onto other armor pieces.

These are very cool shots. Love the one with the exploding caltrops.

Still hoping to find some more interesting looking armors later. I keep reverting to using elements of the Heritage set, as much of the regular armor is so bland or looks really mismatched between sets. (Skinny jeans + massive cowboy boots = NOT a good look.)

I don't know about town clothes, but I know that it works on normal gear.
