I just turned 80 on my Necro and am now looking for the best way to get exotic gear. For WvW I need "Rabid" (Condition Damage > Precision = Toughness) type gear, but the merchants I found in my server's citadel only have one type of gear ("Invaders", same as Soldier's, i.e. Power > Vitality = Toughness), which is relatively useless for me.

Does that mean I need to grind dungeons to get my WvW gear or are there other merchants?

I was talking to my friends about this same thing last night, none of us had a 100% yes or no answer. id love to hear we can get other stat combos via pvp badges

Crafting doesn't give soldier's, so it's a relief to know I can get it from somewhere.  I believe you can get what you are looking for from crafting.

Doesn't seem like it, crafting only has stuff with Power on it.

I'm guessing they're either not remotely done with endgame itemization, or the responsible designer didn't know what he was doing. Some sets like the Rabid one you can only get from grinding Explorable Dungeons, but it exists like 3 or 4 times just with different skins, other stat combinations exists only once or just in crafting, then there's different sets for different races (Sylvari get the Necro set, but I'm an Asura..) etc.

I'm wondering as well. As for looks i'm playying on buying (lvl 30 and 60 ) culutural gear and transmute em with end game pvp gear but as for stats I hope I don't have to farm the dungeons.. Don't want those days to come back.

Um, not exactly. You can craft several stat setup gear. The only one missing in pve and only available in sPvP I think is rabbid (condition/precision/toughtness) - the one you are looking for. Carrion one (power/condition/vitality) is better for WvW because you can Dps with wells, marks and epidemic at equal capacity. I prefer HP over toughness in WvW because I do not get hit by burst damage often and high HP allows to disengage from walls and such after unloading without dying and you can tank small levels of conditions without wasting time removing them.

You can get rabid armor from karma merchants in the temples in Orr.

Just unfortunately, not all the slots. Last I checked, there is no Rabid chest from the vendors, I could be wrong of course. And to give you another slap in the face, the individual slots from the same set do not necessary all have the same stats, the spread seems pretty damn random across all the sets from the temples. The Karma sets also all share the same skin.
