Can't find the exact ANet quote but this is not accurate. They're aware that queues are causing numerical imbalances in some places that they shouldn't. It's a bug, and has been randomly happening to everyone. I know people on Dragonbrand that were saying they had about 40 people in their Borderlands with a 2 hour + queue, while we had 100~ ish with the same queue. Also yesterday when the matches first started, at least on Blackgate Borderlands, we were out numbered 2:1 in every engagement map wide. And Devona's Rest was a new server, so this match is exclusively Blackgate V Shiverpeaks.

Every time I've been in WvW (which isn't often, because of queues!), I see Northern Shiverpeaks with its trademarked mass organization, yet Blackgate seems very confused save for a couple small groups of guilded players. They simply don't have the same server-wide organization that we have over on Shiverpeaks. TL has really done a stellar job getting everyone on the same page, I commend them for that. Seriously, yesterday a MASSIVE group of mostly pug players was moving in unison, quickness rotations with the mesmers, grouping up for buffs... working as a team.
I'm from Blackgate. You guys definitely have us smoked on organization. Right as the new matches went active, the Blackgate Borderlands got the queue flooded by some pretty bad players. We had one guy named "The Champ" that was actually convincing people to hit Resource Camps with around 30-40 people, rather than defend Keeps/Towers. It wasn't even good targets. He wanted people hitting the Camp between two of the keeps/towers that you guys held, ignoring the two other camps feeding both those keeps/towers. Sad thing was, those 30~ people were a little less than half of what we had, while you guys had 100+. Even when people started to ignore that idiot and we zerged, we were still outnumbered almost 2:1.
Right before I left for work though, we had managed to start taking over your Borderlands, defending Ascension and taking Dawn's Tower in prep for a move on the center Keep. People actually started listening to only 2-3 people who knew what they were doing, and our organization was pretty tight (hitting sieges from behind with a melee rush, rolling swiftness for groups and quickness for fights, etc).

Totally agree. We had a huge boost from Ferg's and Dragonbrand, which was sad because honestly DB had us beat in organization, just not in late night numbers. They actually managed to take the lead every morning there was a reset, but our late night population was just way bigger. Thankfully our queues are going down as the kids exodus to Shiverpeaks en masse (sorry in advance).
