I'm not terribly knowledgeable about builds but after playing a warrior with a hammer for a bit and loving it I came up with this:

Would this work? My intention is to wade in and wreak havoc, if you're laying on the ground stunned and/or weakened I'm free to use your skull as a gong right?
What about in PvE?

EDIT: I supposed the other weapon would be a rifle for if I can't close the distance with a Earthshaker.

You are way too squish for hammer and signet and banner are terrible skills. Banners and signet in general are gimmicky shit. Grab fear me, grab balance stance, nuke down power and precision and put more in tactics. For second weapon use axe/mace sword/mace not some garbage rifle.

Take 20 points out of strength, the traits do not complement a CC build. Decide whether you're attempting to go CC/support or CC/burst: for the former, spec 30 points into tactics and grab healing shouts in addition to the other shout buffs and pick 3 shouts (for great justice, shake it off, etc.); if you want to go CC/burst, spec 20 points into discipline and take warrior's sprint and another, for your utilities you'll want frenzy to get off your hammer skills more quickly, and balanced stance to be sure your chain-stunning isn't interrupted (you can keep bull's charge in this set-up if you like, or perhaps throw bolas).

For your offset weapons, you do not want to use rifle in either build -- it doesn't synergize with hammer at all. You'll either want a mace mainhand or a mace offhand (or both): for the CC/support, mace/shield works well; for CC/burst, axe/mace is better.

Give some thought to your amulet, runes and sigils. If you're specced into discipline take the on-weapon-swap weapon sigils; if you have a high crit %, take the on-crit sigils. Pick support or dps runes depending on your chosen role. If you're support with heals, take cleric's amulet; if dps take berserker's. If you feel like you die all of the time, take soldier's amulet for the extra survivability while you gain some more experience.

All of the above applies for 5v5 tournament play, and the same principles work for 8v8 sPvP.

Things that stick out.  You have no adrenaline traits, you have no condition removal, and no stun break.

I guess you do have your heal for condition removal, but that won't cut it.  You will be kited and rooted easily for heavy damage hitters.

Oh. I wasn't really trying for a CC build but damage and I prefer WvW, the points in strength were for power and keeping the weakness/stun/etc up as long as possible.

Wouldn't using Fear Me make them run in multiple directions and be counter productive?

No fear me wouldn't be counter productive, since capping wins you games not killing people and with fear me you can neutralize point with 3 people on.

Let me rephrase:
Wouldn't using Fear Me make them run in multiple directions and help them kill me since they're no longer in a nice aoeable clump?

Fear me is good because it allows you to get people off a capture point  which is what you'll probably be doing with a hammer build. If you're going for damage, you've picked the wrong weapon. Go great sword.

This game is teh suxxor I demand anet cater to my specific playstyle, if they don't I refuse to play this game that I already gave them the money for and will go play WoW which I left because I was bored and costs much more.

Meh you can get decent damage out of the hammer.  I've crit for close to 4k with Backbreaker using a power/defense build running might boons and might on weapon swaps from trait/weapon runes.

But yeah hammer/mace is meant for CC, damage isn't going to be jaw dropping.
