So, I went to purchase one of the tier 2 cultural weapons and when I double clicked to open the window it bought a random weapon....I was just wondering if there is any way to get a refund on karma for buying a weapon I can't even use?

Nope and they wont even refund you if your hacked or lose gold to a bug.
