In the thread, scroll down to Ravrohan's posts. In one he posts a pic, and then in another he says it's a mix of vigil and prioiry and states he used the same method as the one posted here to get the hood.

all masks have an item lv of 10.. but ur new created thief is lv 2 and it doesnt want to transmute things, that are over ur level..
or am I doing somehting wrong? HELP PLS!

I just did it today. It doesn't matter if the mask is level 10 and your new thief is level 2. You must not forget to click on the item you wish to keep along with its stats.
1.double click transmute stone
2.drag hood in one box then drag the mask on the other box
3.click the hood, the mask will disappear
4.on the bottom square you will see stats,click the one you would like to keep. I guess it doesn't matter since you're going to transmute it again anyways.
5.now the greyed out transmute button will be active and you're all set.
6.After the transmute it will say soulbound but put it in the bank anyways.
7.go to your main character and repeat steps 1-5
In my case my main is level 40 so my mask has an upgrade slot with rune in it, you have to click that too for the transmute to work.

Soulbound means soulbound. And the hoods are soulbound on character creation.

Im sorry but this does work, please dont leave people misinformed. Try to bring more than, oh i tried it and it doesn't work ao now it wont work for anyone, I know for a fact it works because i tried it yesterday. All you have to do is follow the instructions exactly.

Technically, your screenshot means nothing. You're using runes of infiltration, which gives +% damage to low health enemies, plus precision. For all we know, you could be a thief with a backstab/heartseeker build posting a screenshot of your hood you transmuted all the way to 80.
Aside from that, I have tried multiple times and had it not work. However, just today I decided to give it one more go, and this time it worked. Odd. It probably has something to do with the character's race, since the last couple failed attempts the characters were different races, and none of them worked.
So yeah, I'm an engineer with a hood now.

You'll have to keep transmuting it if you want to keep it while leveling. The good thing is that regular transmute stones are pretty plentiful while leveling (as long as you do 100% completion of a zone or sometimes you can get them from daily achievements). Even if you don't have the stones now, you'll have them when you level to 80, then you can make your choice. I'm an 80 with about 70 regular transmute stones and 10 fine (80 only) transmute stones.
I was able to get the hood today by making another thief character the same race as mine and transferring it to the bank. i then deleted that new thief character. Even though the hood says "Soulbound" I was able to use it on my main thief.
