I was under the impression that each culture would have 3 tiers of weapon appearances... Is this just a display error or is this actually vendor bugged? Or maybe it's just me?

So, I checked in Rata Sum and in the Grove using two different characters. For whatever reason no matter who I talk to Tier 1 Cultural weapons are registering as Glyphic, Tier 2 are registering as Sylvari cultural weapons, and Only Tier 3 are registering as Peacemaker or Warden.
