Let's say I am level 25 and I know there is a certain pet in a level 40+ area. If I could get to that animal without getting killed, could I charm that pet? Or would I not even be able to charm it if it was in that area?

Yup I just did this on my level 15 Ranger. I was able to get the Carrion Devourer found in the Iron Marches (50-60) area. Soon after I charmed him we were both one shotted by an angry mob.
