I have all elite human/guardian skills, and use Hounds of Balthazar the most, by far. It's great for solo play, and works well in groups.
I think you still have to craft the legendary weapon at 200 skill points. That's just the price of 1 material.

I found Mistfire wolf a lot more usefull then either of the norn or guardian elites.

I use Tome of Wrath in WvW and some PvE situations (in dungeons when I need to). Tome of Wrath is simply the best AoE skill the in the game. Not only does it give you the ability to spam AoE burning and high direct damage for a long duration at a long range, but it also gives you the ability to use a hard-hitting AoE knockdown and to give two bursts of 3s Quickness to you and allies, per activation of Tome of Wrath. Being able to nearly spam AoE cripple is also very useful.
For most of PvE I use Renewed Focus since 3s Invulnerability can be useful when used correctly, and if you even have 5 points in the Virtues trait line, being able to spam your Virtues has a huge effect. Plus, it's on a low cooldown.

Also don't bother saving points for the legendary weapon just yet. The 200 skill points will only give you 1 of 4 pieces needed, and the others are very expensive. Once you reach level 80, you get a skill point every time you would theoretically level up afterwards so there's no need to crunch thinking you won't have enough.
