Classes and Orders

My opinion:
Elementalist - DP / Vigil
Warrior - Vigil
Hunter - Vigil
Necro - DP / Vigil
Guardian - Vigil / DP
Thief - Whispers
Engineer - Vigil / DP
Mesmer - Whispers / DP
The actual reason I'm asking this is that I want to make one character to have in Order of Whispers so that I have all the orders. I already have an Engineer in Vigil and a Mesmer in DP (after a while I realized that from the RP standpoint, Whispers would be more fitting) and so I want to create a Whispers char. The thing is, I already have a Mesmer so the only option remaining is Thief. Or is it?

The Vigil advocates direct action. This will appeal to people who believe a united army is the best way to deal with the Elder Dragons.
The Priory seeks knowledge. This will appeal to people who believe the past may hold the secrets to saving the present.
The Whispers believe the Elder Dragons can not be outright defeated, but only put back to sleep. They also work behind the scenes to manipulate events.
There's no reason why a mage couldn't join the Vigil, or a fighter the Whispers, for examples. A Thief doesn't have to join the Whispers. So really, it depends more on a character's personality than their profession to which order they would find most appealing.

You are absolutely right.
I am a warrior and I joined the Durmand Priory. I just couldn't resist the perspective of
"Exploring old dwarven sites, studying the lesser races, and discovering new magical phenomenon".
Besides, there are a lot of work for warrior to do. "Most of those tombs are guarded or hunted".
So no meter what class your character is, chose order which you like the most and there will always be a job for YOUR character's profession.

In my case, my Norn Necro is going to join the whispers because he doesn't even want the Elder Dragons destroyed. He believes the they are part of the greater cycle of Tyria, and that their rise is necessary to promote change and growth in the people's of the world. He is a little odd in his general apathy towards being a legend in song, but he certainly wants to be worthy of legend in his contributions to their defeat. Like all Norn he dislikes the concept of authority that is not the result of earned admiration. So the whispers may prove a source of conflict that he will have to work with, and Part of him will enjoy that challenge.
So anyway, a couple examples of how being against the current makes for better story and intrigue. That is of course assuming you aren't trying to play a straight-man character for others to play off of.
