Quaggan would be great, my guild loves them so do I however they are more or less a peaceful race I don't see much they would attack unless the lore brings in with Dragons attacking them and they wish to defend themselves etc. If they did become a race I think it would be a lot of underwater for the personal story.
Largos haven't met them yet, yet they look like something from Aion from the wiki page pic but I think I would be wrong there
Kodun has the lore for it, so they could come in however we haven't seen much of them.

Also, about Bubbles, maybe as some ppl said he will force them out of the ocean and that will make them have no choice but to cooperate with the other races.

I deffinately think we're going to be involved with the Largos in the future, perhaps in an expansion that takes us somewhere around the Seer/Mursaat homelands or the land and waters West and South of the Maguuma. Maybe it's just me, but I see a bit a similarity between them and the Seers from GW1, although I'm sure it's not them.

Whenever I'm exploring the world I often come across Quaggans complaining that something is too hard. (like crab farming or looking after their young)
I can't imagine many of them having the discipline to become a skilled Elementalist.

Kodan- The boss Polar bears that stand on 2 legs and are seen with hammers. Theres a few iceberg villages full of them in Frostgorge sound. I thought they were just brutes, but they're on a religious level closely related to Norn.
Largos- Badass Russian butterfly looking assassins divided into "houses".
Skritt- idiotic, hilarious rats that share collective knowledge, which can be dangerous and makes them smarter than even the Asura (gasp I knooooow!)
Tengu- those awesome bird ppl from GW 1, 250 years made them even cooler.
Quaggan- I personally hate these creatures, and I'm sad I helped them through one of the Personal Story quests. They are annoying, they look retarded, but some ppl like them.

Plus, there really isn't another race that could fit into the story of Cantha quite like the Tengu, and who have such a similar culture.
