Granted if you do stack healing power, it scales fine, one piece of healing power gear can almost double how much each tick heals (but that's still only increasing the healing amount by about as much as that same gear would increase another healing skill even if it would only be like a 20% increase).
I think they should keep the scaling how it is but load more of the initial healing from the burst to the HoT. Otherwise if you're not geared for healing power it's just a generic self heal with a combo field tacked on in exchange for a long cooldown.
Or maybe the combo field is enough of a benefit to make it a unique enough skill without healing gear.
