Hi. Are all skins from PvE available in PvP through crafting? If i see some cool looking exotic skin in PvE can i hope to craft it in PvP? (with right materials ofc)

on page 8. A thief with epic looking armour.He says it's a duelist set. I went to PvP locker and there is nothing like that.(duelist in pvp looks different) Am i missing something? I have a feeling PvE armour looks better :/
