I was just in a Lion's Arch overflow and saw a charr with his tail on fire, and cracked skin with what looked like lava beneath, it was a Necro in armor but they were afk, anyone know if its a character customization skin or just an effect from an armor set?

He was probably wearing armor from the citadel of flame dungeon.  I previewed it on my charr, and it gave the visual effects you're describing.
