This guide is intended to maximize dps (approximately 3,000 to 5,000 Damage Per Second at lvl 80) in dungeons while minimizing deaths. [Warning: This build requires enemies to be standing relatively still or be stunned/chilled/crippled/immobilized constantly. A good tank will help.] Our enemies will have large amounts of armor and hp, so we will focus on armor-ignoring, damage dealing conditions. Our primary condition will be bleeding. Bleeding stacks (you can have up to 25x bleeding at once) so we will attempt to bleed our foes as much as possible. To give you an idea of how strong Bleeding is - A lvl 80 ele with good equipment can deal 13-15k damage (mostly bleeding) and can recast Eruption every 4.75 seconds. Fire damage and burning will also be important. However, casting additional burning on an enemy only extends the duration instead of stacking it (you can only have 1x burning at once), so we don't need more burning than the duration of our battles.
Condition Damage/Power/Vitality/Toughness (avoid precision and critical damage % because conditions cannot crit)
Fire - 30 - III, VI, VII
Air - 10 - III
Earth - 30 - II, VIII, X
This will give you 30% Condition Duration bonus, +300 Condition Damage, +300 Power, 20% longer bleed duration, etc.
Glyph of Elemental Harmony, Glyph of Elemental Power, Glyph of Lesser Elementals, Glyph of Elementals, and Signet of Fire. Glyph Spam with benefit from 20% faster recharge from "Quick Glyphs" in Traits. Change Elite to D-Golem if you need additional defense for a particular battle.
Carrion Staff with Superior Sigil of Force or Superior Sigil of Agony (all attacks will be from casting range - ele's are squishy) - FYI the 5% damage bonus from Superior Sigil of Force DOES NOT apply to condition damage. I tested this.
If you want to save money, buy mostly Carrion armor (lvl 80 yellow items). It will provide power/vitality/condition damage. (http://wiki.guildwar...arrion#Prefixes). If you are loaded, go for the exotics (lvl 80 orange colored). If you don't need the vitality, go for "Traveler's" items that offer Power/Condition Damage/Magic Find
Armor Rune Options
3x pairs of superior runes (Krait, Centaur, Afflicted) = 45% bleed duration, +56 condition dmg, 25 power - it's good if you can't maximize bleeding to 25x)

5x Superior Runes of the Krait + 1 random = 15% bleed duration, +183 condition dmg, 5% chance to cause bleeding for 10s when hit (modified to 15s with your mods) + 1 random benefit (i used a Superior Rune of the Pirate for magic find).
Buy amulets, accessories, and rings that give you Condition Damage/Power/Vitality/Toughness . Lvl 80 Carrion items are a good choice here.
Your goal is to maintain 20~25x bleeding and perma-burning on the enemy. Eruption, Signet of Fire, Flame Burst, and your Conjour Flame Axe combo are your primary condition skills. Eruption takes 3 seconds to take effect, so it is important to choose your targets carefully. Hopefully you have a good warrior tank that can keep the enemy still. If you still cannot target the enmy, use Frozen Ground(Water Attunement) and Static Ground(Earth Attunement) to stun/chill your enemies to make it easier for Eruption to trigger.
Make sure you cast Glyph of Elemental Power while attuned to Fire - All your skills, including auto attacking, while under this glyph (even if you switch to earth attunement) will have a good chance of causing 4s of burning. After casting Conjour Flame axe, use skills 5, 4, 3, in that order for a quick in and out and then drop the axe. For speed boost, use Air Attunement, Windborne Speed, and Glyph of Elemental Harmony. You should be able to maintain perma-swiftness with this setup.
Remember you are squishy, so try to stay as far away from enemies while being in casting range (except when doing the flame axe combo, which u can avoid if you are properly switching to fire attunement from time to time). Nothing in this guide is set in stone, and feel free to make adjustments between condition-boosting and vitality/toughness for survival.
One disadvantage is using this build against inanimate object bosses that do not take conditions, you might want to switch to a scepter/focus/dagger combo to deal more non-conditional damage. Another disadvantage is that you have to make sure no one else in the party will be dealing a significant amount of burning or bleeding, which will significantly reduce your damage output due to overlapping/capping. Also, this build is highly specialized for dungeons. This build is very slow in casual PVE (map completion and event farming) and is terrible in many WvW situations.
Burning = 4.1 * Level + 0.25 * Condition Damage per second = 4.1*80 + 0.25*1350 = 328 + 338 = 666 DPS
Bleeding = 2.5 + 0.5 * Level + 0.05 * Condition Damage per stack per second = 2.5 + 0.5*80 + 0.05*1350 = 2.5 + 40 + 67.5 = 110 DPS per stack = 2,750 DPS at 25x
Codex has a lot of issues, so many of the skill/trait definitions are broken. For example, Codex does not have Radiation Field as a utility option and defines the FIRE III Attribute as gain "Might for 30 seconds" when it is actually "Deals 5% extra damage to burning foes." Just read the above and you won't go wrong.
