Its a guild staff, if your guild has put influence in certain upgrades, you will be able to buy a staff with the guild emblem on it.

I got that GS with that skin from one of the personal story quests, named "Strong Hero's Longsword of Force".

So according to that there should be quite a few swords with that skin.

Also to note, a few other personal story quest rewards have cultural weapon skins (Seraph 1h sword, 2h Hammer are the ones I've picked up).
Unfortunately, once you've done the quests, you can't go back and choose the "cool" looking weapons.

Hi, I would like to have those two in PvE. The dagger is called "Tribal Dagger" and the staff is "Wing Staff" in the PvP lockers. Could somebody tell me where to find the skins?

You get that staff at the end of the personal story (or near the end, i can't remember exactly), and it's a skin from the original GW. (http://wiki.guildwar...ki/Winged_Staff)
No clue about the daggers.

Regarding the dagger, I found the skin for it (or very similar looking skin) being sold by a karma vendor in Harathi Hinterlands. The vendor has all weapons with the same 'tribal' theme.

Page shows 'dhuumseal of rage' as same model, while market has just 'dhuumseal', perhaps this is it.

..and my final addition to the thread, I present to you the Corrupted Shortbow.  It uses the same skin as the Corrupted Longbow (thank god...).  It does not fully envelop in smoke like the other weapons, but constantly exudes smoke out the ends.  I've been grouping with someone with the corrupted daggers, and while they do look nice, they are currently bugged in that the smoke effect is displaced and hovering quite a bit off the weapon itself.

The staff I got from a personal story around level 70 or 75. However I'm sure I've seen it at a Karma vendor.
As for the Dagger, I bought a Karma Greatsword that has the same art as the Dagger from Gendarran Fields or Harathi Hinterlands. One of these areas for sure. sorry I can't remember which one since it was a few days after launch. Here is the look of the Greatsword I bought and as you can see, it looks the same as the dagger you are looking for so there might be a Dagger karma vendor in the same area as well.
