Does anyone know if there is a list of staffs with effects on them? Effects meaning while out of combat, some sort of visual effect.

I'm pretty sure, you'll just have to scour GW2database and preview on your character ingame.

Invested a hefty 63,000 karma for the Peacemaker Staff (Asura Cultural T3), it's constantly illuminated by purple electric charges flowing through the staff (gets wilder when it is active). One of the better staff skins with particle effects.

No, cultural weapons are available to all races. I bought it on my human Elementalist.

Profane set and thanks for asking as I had been wondering from a previous pick but then I realized with this one the bands sticking out from the legs.

Here's my Elementalist. 5/6 Tier 3 Sylvari Light armor. With Icelord's Diadem. Hope to get The Bifrost to top off the blue/white/violet combo

here she is.  armor is apprentice (or acolyte non exotic or starter or whatever) boots and skirt, country gloves, winged chest, and norn t2 shoulders.  headpiece is hidden right now as I haven't found one I like yet.  
dyes are deep maple (actually gives the green parts on the skirt and boots, dyes work weird on this armor), autumn, and antique gold.  will probably update the autumn parts to a deeper read like heirloom or oxblood at some point.
