First of all, like others said, your 9800 is a significant bottleneck. You passed the minimum checks and you can play the game minimally.
Second of all, yes, something is screwy with GW2's graphics. I have unusually low FPS too compared to other new games I play on my machine. This is not uncommon with a game like this right after release. I had the same problem with Rift when it was in beta, getting way crappier performance than was to be expected based on the raw numbers of my hardware. Just like here, the fanboys made endless excuses and, just like will happen here, Trion eventually tightened up the code in later patches to boost performance.
That said, with a 9800 I think even after that happens you'll still struggle. Yes, you can play WoW in high details with your graphics card from 2008. That's because WoW's graphics were last given a major overhaul in 2008. It's four years later and GW2 just came out. For equivalent performance in 2012, you'll need an equivalent card in 2012.
