Couldn't find this answered, so here's my question:

Where can this staff skin be found in PvE?

heh I fully expected to be answering with; cof or destroyer... but haven't seen that skin before, and it looks pretty nice... would be interested in knowing too

Yeah It wasn't destroyer or CoF - i checked those (they are quite similar to each other, but not to this one)

Perhaps it may be some early level karma weapon? the icon for it is the same as that for a default wooden staff, so it is easily overlooked.

Throwing a guess, but could it be the priory/whisper one? Or yeah probably some karma vendor one from a low-mid level area.. can't say I checked the staves leveling the warrior Can certainly rule out dungeon and cultural weapons, so I guess it could be a basic crafted one?

It is exotic staff called Emberspire. You can craft it in Mystic Forge imo.
