First question, why are most thief condition damage builds being overlooked. In dungeon battles where you are fighting for at most 5 minutes against 1 target, it seems that all the ticks you can get (max of 5 from what i know) from the bleeding would be more overall damage over power/precision.
Second question..why is it a 'must' now-a-days to be using S/D or S/P for the conditon removal, what are the prime skills (7-9) that should be used since I dont want to use S/anything.

It would amaze me if someone would tell me to use S/D. Their credit would die instantly.
There is no answer to your 7-9 question. Every encounter is different, every weaponset is different. I suggest you try them out, you will be able to tell which ones synergize best.

To my understanding condition builds are being overlooked because of instant gratification. A condition thief is about absurd amounts of DoT and most people don't factor that in when looking at damage. They see that burst of 5-8k dmg and go WOWEEEEE I DO DAMAGE.
Well if you're doing 300 (the highest condition damage I've ever seen was 450) bleed damage a tick and on average are stacking 7 ticks you're dealing 2100 dmg per second without using initiative. Heck, I'm lvl 31 and I'm already stacking 6 ticks with just my vital shot and with caltrops have no issues with stacking up to 15 ticks, the highest I've stacked up to is 20.

They won't be overlooked soon. It has partly to do with what Babel said, but also stacking. More than two players in a party using conditions and you will be effectively wasting damage. As soon as you hit 25 bleed/vulnerability, etc. you have started to lose effectiveness. The problem is, since you have to keep retraiting and paying, most are happy to run direct damage until condition stacking is fixed. The update is coming soon, according to Lead Dev Man Dev Master the Dev.

5 days ago they were looking into it. I have a feeling they'll be removing the bleed stack limit or as others have suggested have a player limit for 25 bleeds, not a global limit.

That would make bleeding OP in WvW, though... Imagine if everyone on your team hit you a few times with stone clobber or whatever it's called, that causes bleeding. You get 100 stacks of bleeding and die in an instant. By this point, you'd need power attacks to deal equal damage to match the condition buff. Powercreep in the first month? Anet would have exceeded themselves.

I guess you'd have to learn to remove your condition. I mean if you let everyone gank you with bleed and not remove it then you kinda deserve to die...it's as bad as standing still and yelling HEY GUISE LIKE 3 OF U SHOULD COME PISTOL WHIP ME TROLOLOLOLOL.
Not trying to be over dramatic here but its not like you can't remove bleed.
