Can I invite players from other servers to my party and instance? For example if I am on a Europe server, can a player from an NA server join my instance do a dungeon with me?

Yes.
It's buggy at times, but this works.
Invite your otherworldly friend to your party and have them enter the zone prior to the instance (Queensdale for CM, etc). Then enter the instance. Your otherworldly friend should get a prompt asking to join the party.
