These are my laptop's specs, I tried playing on max settings and couldn't get my FPS past 15 in most zones (WvW is unbearable)

CPU: Intel® Core™ i7-3610QM CPU @ 2.30GHz
RAM: 6GB
OS: Microsoft Windows 7 Home Premium Edition Service Pack 1, 64-bit
Video Card: GeForce 610M (2GB dedicated video RAM)
Free Disk Space: Over 500GB

I thought this build-up would be enough, but I'm no expert on this matter. Can anyone please tell me what is the problem? Do you need more power to run on max settings?

your laptop's video chip is very weak, so that'll explain its poor performance.

Make sure you have the power cord pluged in and set the power options to performance other than that I would agree with the above a 610M was not made for gaming.

The 610m is little (if any) better than the HD4000 graphics in the CPU. It must be only in there for marketing reasons - to make the laptop seem better than it is.
