So I found this while exploring:

Starving cubs in Cantha?!?
Any ideas on this?

This is more likely a typo than anything else.

Take note that there's never been mention of charr in Cantha. Also take note that Cantha kicked out all non-humans roughly 200 years ago.

Also take note that Cantha hasn't been in contact for over 100 years. Therefore, it'd be impossible to send meat to Cantha, regardless of who'd receive it, let alone know if there are starving cubs in Cantha.

Or it's ArenaNet mocking common social situations in western culture..

You know, like

Mum: "Eat your dinner!"
Kid: "But I don't like it..."
Mum: "Think about the starving children in Africa!"

Starving cubs in cantha.. I really don't know, just speculating. It seems a bit deliberate for a typo in my opinion.

Maybe the charr refer to all children, human, charr, norn, etc, as cubs. Maybe Perral is just thinking of all the starving children she's heard about in Cantha. She sounds like she is just a negative nancy complaining about people having a good time when there is suffering somewhere (which she probably doesn't really know anything about)

It's a meta joke. A play on the "There's starving children in China!" cliche.

Maybe there are Charr in Cantha.
Charr aren't the type to let someone stop them get where/what they want.
