There's a new hands-on video released, revealing details of the Halloween update to come tonight. We can stop speculating that the Black Lion Chests are going to be the only way to receive Halloween themed weapon skins (and by speculating I mean whining/complaining/QQ'ing), you'll get a chance to see how the quests will lay out, a few glimpses at costumes and the redesigned Lion's Arch. As well as the silly jumping puzzle around the Mystic Forge!

If you watch the video in full-screen you'll see the weapon items have a 4 hour time remaining on them. So we don't know if they'll be permanent skins or not.

Don’t panic folks.
In the video, the bloke is standing at a vendor. He isn’t opening Chests. I’m fairly certain ArenaNet are not so sinister as to encourage people to buy Black Lion Keys on the basis of a promise for a unique weapon skin, only for you to find out it only lasts for a few hours.
The skins you saw in the video are probably unique to the vendor, and are specifically for players who don’t want to fork over real money for the skins, but still want to experience the same thing as those who do just for the duration of the event.
However, if that is what ANet have done and I’m wrong, that is probably the single worst thing any developer could ever do. Surely, they’re not like EA or Activision and are smarter then that.

I bet the skins will be permanent, and the timer is just to tell you how long they are available for purchase. It only says 4 hours because it was a short preview for the media. When it goes live, it will show how long the event lasts before the NPCs are gone.
Either that or maybe there are different tiers. Cheap skins that last temporarily, and more expensive ones that are permanent.

The timer on the weapon preview did get me worried; themed skins and weapons have always been the thing I looked for with these events.
If they turn out to be temporary then... I'm screwed.
