Bear in mind that the event may be very different from GW1. It may not be a few minutes - it may last all day and be more come and go. Until we know for sure what they'll be doing, I think we should avoid getting too worked up about the "one time" thing. It won't necessarily be what we're expecting.
It would be a serious mistake for ANet to make something equivalent to a GW1 Halloween finale Mad King appearance happen only once, but I doubt they'd do that - for one thing, it's not in their own best interests to have the entire player base hit their servers all at once. Having people able to come later would spread out the server load, so I would expect the event will be arranged so that will be possible.

On the other hand, the one-off events in the BWEs that I got to attend were, while entertaining, also huge disasters. They started late and weren't able to complete on some servers, were massively buggy, confusing, and severely lagged due to the high concentration of players in one area.
So in the end, it might be better to miss the event and watch someone's video of it online after the fact.
Regardless, it'd be nice if ANet would try and do something that could recur at least a handful of times across the day. If I want to see it fresh, I can always avoid looking it up on YouTube.

Seriously, ANet, if you do a big one time event like this n Sunday every time, you are alienating some of your core audience (And, in this case, the people who sell your game, aka me).

In regards to the change in time. Yesterday the UK was +1 GMT and Europe was +2 GMT as we were on British Summer Time. So at that point it would have been 8/9pm, but the clocks went back last night.

I think we can. More specifically, I think we can assume the place to be in Lion's Arch is the Grand Piazza.
There's a paranormal activity meter there that has been slowly filling, and it seems to be a sort of countdown to the event.
