No. Players should NEVER be given that kind of power.
In many other games, they have that power every day and actually build huge communities around it.
This one for instance that I was an Admin for:
http://steamcommunit.../groups/vaultf4
For more than a year I banned multiple people every week, sometimes several a day... and I never ONCE had a contested one, let alone an overturned ban. (though I'll admit, a great deal of the other admins I talked with weren't quite so clear on Programming and game Coding so they couldn't just "eyeball it" like I could ... and some of them even turned to the dark side and had to be banned themselves). In other games without dedicated servers, I've had to record Video of suspected hackers but they were ALWAYS banned eventually even if the GM's couldn't tell like I could, eventually their Detection software FOUND the 3rd party Script's Injection memory-signature and they were auto-banned.
On occasion I sometimes cleared falsely accused players as well, and would note that most
hardcore players given this responsibility, almost always sympathize first with the Accused until it's proven beyond a shadow of a doubt (as opposed to Paid GM's who sometimes have Quotas to fill

) ... I'd also point that the Majority of people given these jobs in a Paid Capacity, are not experts like me, they're just Friends/Cronies of the Developers who were already
living in the Area, and wanted a job in the industry & didn't have specific work-experience in content creation. IE: they're basically the dishwashers and are paid just enough to be contractually obligated to the Support Staff's main agendas.
(It took years of goading before I finally volunteered for it BTW. ...and the reason I eventually quit is b/c there's a lot of stress involved in constantly second guessing yourself & it doesn't leave you a lot of time to enjoy other games/hobbies ...it's only something you can do for an extended period of time if you're really really getting a lot of satisfaction out of it)
