I have been using the official forums since release, and didn't realise this one existed, it seems a lot more accurate and informative, so I am going to start clearing up some possible misconceptions I may have gleamed from the other forums.
D/D Condition spec viable? I have been running it today and I find the damage output much more compelling, I just seem to be able to down people and I was struggling before the switch. This could be for a variety of reasons, but in general PvP encounters is it frowned upon? I was told on a similar topic, D/D is much more viable when aiming for Power/Crit and the usual Tough/Vit ect.

I've heard that too many times, but I have no trouble stacking 18+ bleeding alone with D/D. I supose Scepter does the job easier for most, but it can be done with daggers too to a very competitive degree.

Daggers is best burning. Burning is like 7 bleeds.
