ArenaNet has recently shed some light on the Halloween finale that will be taking place tomorrow morning Pacific Daylight Time. Unlike Guild Wars 1 this event will run continuously throughout the day, so don't worry if you can't log-in at a specific time.

Also, make sure you satisfy your Ascent to Madness dungeon itch as it will become unavailable as soon as phase four has been pushed into the live server.

We want to give you a heads up about Phase 4 of the Halloween event. Phase 4 will start at 9:00 AM PDT/16:00 GMT on October 31, and will run until we publish a new build on November 1 (which will be sometime after Noon PDT/19:00 GMT).

Once Phase 4 starts, the Ascent to Madness dungeon will no longer be available – but you will still be able to enter the Mad King’s realm, including the Labyrinth, the Clocktower, Reaper’s Rumble and Lunatic Inquisition.

Also make sure that you will “Attend the Party” in Lion’s Arch once Phase 4 starts, and do not worry: It is a non-stop party, so swing by any time you want!

Will Mad king's Realm exist in the game after 1 October when act 4 has ended or is it for the Halloween event only?

I think it's safe to say it will disappear, yes. Seeing as they don't want people to have the ability to continue to loot Halloween materials, etc.

No, it's a 24+3 hour window. The party starts at 17:00 on the 31st and ends at around 20:00 on the 1st (both in German time).
