class with permanent swiftness?

my question is what classes can gain permanent swiftness?
only one i have found that can get this is the Engi when u combo som traits and runes.
realy like fast phased movement and i on my war or guardian i feel realy slow if i don't have swiftness.

Without he still has 2seconds of swiftness on dodge roll, quick endurance regen and a number of gap closers (some spammable).
Elementalist
Heal - 37ish seconds of swiftness
Staff - 11seconds of swiftness
Dagger - 11seconds of swiftness + ride the lightning
How?
Attune to Lightning (5-6 seconds)
Arcane Power - Adept (V) "Elemental Attunement"
Cast heal "Glyph of Elemental Harmony"
In Lightning attunement (11 seconds of swiftness)
With Air Magic - Master (VIII) "Inscription" (10-11 additional seconds)
Roughly 27 seconds of swiftness right there on a 25 second refresh ability
On that same Air Magic trait line used to get the master-level trait "Inscription", under adept use the "Quick Glyphs" trait to reduce the 25sec cooldown to 20 seconds..
Rune of the Centaur set (10 seconds of swiftness on heal, +20% swiftness duration)
Not a bad set for bleed builds
Staff and off-hand dagger each have an 11 second swiftness buff
(dagger also has ride the lightning which gives you a huge directional gap closer)

Anyways.. My rough calculation was off since I did not take the +20% swiftness duration into account..
Lightning Attunement - 7 seconds
Glyph heal - 45 seconds
Updraft - 14 seconds
Total swiftness duration: 66 seconds

Ele simply needs a staff, or a trait, or a heal skill, or... (ele has soooo many different combinations that lead to perma swiftness).

the only crappy part about warrior 100% swiftness uptime however is that you can only apply those buffs every 48 seconds so in the middle of a fight, anyone that can steal or remove boons will strip those away from you and that really sucks

actually engie only needs speedy kits and nothing else (and a kit ofc)

Obviously in air attunement: You use skill #4 (area swiftness), then skill #5 (combo field), then while in combat roll twice inside the combo field = +10 seconds swiftness x 2, and use the Blast Wave (also a combo finisher). Then use your heal skill (the one that changes depending on the attunement you're in = 10 second swiftness).
So that's 10+10+10+10+10 = 50 seconds swiftness. The cooldown is around 20 seconds. Also, you can change attunements and go back to air for an extra 5 seconds, but it's not really needed.

engineer can make perma swifness in 3 different ways for example, other classes can get extra speed bonus (elem for ex from traits when attuned to air up to 45% I think).
Guardian with staff combined with an utility skill.
