The Thief can get close to permanent swiftness with the Rune of the Centaur set.
Without he still has 2seconds of swiftness on dodge roll, quick endurance regen and a number of gap closers (some spammable).

Elementalist
Heal - 37ish seconds of swiftness
Staff - 11seconds of swiftness
Dagger - 11seconds of swiftness + ride the lightning

How?

Attune to Lightning (5-6 seconds)
Arcane Power - Adept (V) "Elemental Attunement"

Cast heal "Glyph of Elemental Harmony"
In Lightning attunement (11 seconds of swiftness)
With Air Magic - Master (VIII) "Inscription" (10-11 additional seconds)

Roughly 27 seconds of swiftness right there on a 25 second refresh ability

On that same Air Magic trait line used to get the master-level trait "Inscription", under adept use the "Quick Glyphs" trait to reduce the 25sec cooldown to 20 seconds..

Rune of the Centaur set (10 seconds of swiftness on heal, +20% swiftness duration)
Not a bad set for bleed builds

Staff and off-hand dagger each have an 11 second swiftness buff
(dagger also has ride the lightning which gives you a huge directional gap closer)

Necromancer - spectral walk + locus swarm - use those two on cooldown and you will have swiftness permanently applied. I would also put several points into death magic for additional boon duration.

Some Engineers always seem to have swiftness up when I fight them. I should really take a look at that class one day lol.

Or easier: Take the trait that gives you a buff that correlates with your current atttunement, take GoEH, get 26 seconds of swiftness (presuming 30 arcane) on a 25s (20s traited) cooldown. This doesn't even account for any other sources of swiftness you have yet.

Engineer: 5s swiftness on kit swap traited, 5s cooldown.

Thief: Withdraw, Runes of the Centaur, enough points in acrobatics..

Warrior: Elite Signet (48s cooldown), ~30s swiftness, Warhorn 20s cooldown, ~10s swiftness.

Necro: Spectral Walk, Locust Swarm, enough boon/swiftness duration %.

Mesmer: Rune of the Centaur, Mirror, Temporal Curtain

Ranger: Runes of the Centaur, Heal as One, Call of the Wild x2 (requires usage of a bug I'm not going to describe)

Guardian: Symbol of Swiftness, Rune of the Centaur, Shelter, a lot of boon duration traited.

Many of them are obviously not recommended in combat, however it is possible to gain permanent swiftness on every single class even though you may have to sacrifice quite a bit on some of them.

I mentioned that one, Air Magic - Master (VIII) "Inscription"

Anyways.. My rough calculation was off since I did not take the +20% swiftness duration into account..
Lightning Attunement - 7 seconds
Glyph heal - 45 seconds
Updraft - 14 seconds
Total swiftness duration: 66 seconds

As stated here, most professions can trait/rune/skill/etc towards permanent or almost permanent swiftness. The question at hand should really be, what profession can do it with the most ease?

Ele and Engineer most definitely.

Engineer only needs 10 points into a very good traitline and some kit (which you'll always want) for perma swiftness.
Ele simply needs a staff, or a trait, or a heal skill, or... (ele has soooo many different combinations that lead to perma swiftness).

Thief can acheive constant 25% speed increase with a single utility skill, Signet of Shadows.  It's not full swiftness (33% increase) but there's no messing around, no activating skills, just a constant passive bonus.

I love you signet of shadows. *Hugs

Not really. The swiftness lasts more than 5 seconds presuming you have anything traited into alchemy, which you do if you take vigor on swiftness along with it.

Or just go thief with signet of shadows. Permanent 25% speed boost(swiftness=33%). Along with teleports(shortbow #5) and gap closers(dagger #2) along with shadowsteps, i would say that thief is the most mobile.

And not everyone can even spare a few points into it. :P And still, you're not going to say no to 10s of free swiftness.

Warrior can achieve perma swiftness with signet of rage (especially traited), a warhorn or a banner. I'm currently working on a bild to have perma-fury/mightx5/swiftness on my warrior and useing the empowered trait to get a fairly good bump in damage on a survival/control build.

warrior can with points in tactics, and 3 sets of runes that increase boon duration and speed duration... you also need to lower the CD of your Elite Signet and just with that Signet you can have 100% swiftness uptime

the only crappy part about warrior 100% swiftness uptime however is that you can only apply those buffs every 48 seconds so in the middle of a fight, anyone that can steal or remove boons will strip those away from you and that really sucks

For warrior put 20 points in discipline and get signet mastery which gives 20% faster signet recharge. Then put 2 runes of each on each piece of armor of superior air, water, and speed.

Well if you want the class that has to give up less  to achieve it then its probably ele especially if you take into account the fact that everyone picks up elemental attunement anyway.

Everything is already mentioned, I'd just like to add that I can stack swiftness indefinitely on my Ele by using a staff and utility skill Blast Wave (Combo finisher: Blast). cba to look up the names, but you use the trait that gives you a combo finisher at the end of your roll.

Obviously in air attunement: You use skill #4 (area swiftness), then skill #5 (combo field), then while in combat roll twice inside the combo field = +10 seconds swiftness x 2, and use the Blast Wave (also a combo finisher). Then use your heal skill (the one that changes depending on the attunement you're in = 10 second swiftness).

So that's 10+10+10+10+10 = 50 seconds swiftness. The cooldown is around 20 seconds. Also, you can change attunements and go back to air for an extra 5 seconds, but it's not really needed.

Warriors also have a trait that increases run speed while using melee weapons.  Not a huge amount but if you're being chased by someone who doesn't have speed buffs you'll outdistance them.

Don't get too caught up on class.  Toss runes of centaur on a ranger that has a warhorn and you pretty much get perma swiftness for yourself and allies.  Use a greatsword as your other weapon and the ability "Swoop" will also help you get around faster since it throws you ahead and has a 9 second cooldown with talents.

Cast Eruption in earth attunement, switch to air, cast static field so the eruption does a blast finisher in it, use windborn speed. That'll give your group ~30 - 40 seconds of swiftness depending on your +boon duration. If you want use another blast finisher inside the static field (like arcane blast) and you'll get even longer swiftness.

Not a true elementalist.

All you need is a staff, glyph of elemental harmony (heal skill), (and arcane blast.)

Staff air skill #4
+
Staff air skill #5 + Arcane Blast = Area Swiftness (Or simply use Staff earth skill #2, followed by Staff air skill #5 for the same effect)
+
Heal skill

More than covers the longest cool down on any of these 3/4 skills.

NO TRAITS REQUIRED. NADA

All classes , more or less special build for each of them.

engineer can make perma swifness in 3 different ways for example, other classes can get extra speed bonus (elem for ex from traits when attuned to air up to 45% I think).

Guardian with staff combined with an utility skill.
etc

Look at another subject too
